Bangladesh must build $1tn climate-resilient economy

Bangladesh must transform its fragile economy into a climate-resilient trillion-dollar economy by aligning national development plans with global climate and biodiversity frameworks, Prime Minister’s Finance and Planning Adviser Dr Rashed Al Mahmud Titumir has said.

Speaking at the closing session of a high-level policy dialogue in Dhaka on Thursday, Titumir said the country’s development strategy and five-year plan should be synchronised with the Kunming-Montreal Global Biodiversity Framework and the Paris Agreement.

He also stressed the need to mobilise private capital and secure greater access to international climate finance, saying global climate funds should match Bangladesh’s ambitions with faster and more concessional financing. He also highlighted the prime minister’s economic vision outlined in the BNP’s election manifesto.

The dialogue, organised by the Economic Relations Division (ERD) under the Bangladesh Climate Development Partnership (BCDP), focused on accelerating climate finance through investment-ready climate projects. The event received technical support from the Asian Development Bank (ADB) and brought together policymakers, international financial institutions, private-sector representatives, civil society and academics.

ERD Secretary Md Shahriar Kader Siddiky said Bangladesh continues to suffer significant losses from climate change and must strengthen its capacity to attract climate finance. He acknowledged that the country still lags in preparing proposals for international climate funds and called for stronger mechanisms to encourage private investment.

ADB Country Director Qingfeng Zhang reaffirmed the bank’s commitment to supporting Bangladesh’s climate-resilient development, emphasising the importance of designing bankable, investment-ready projects to mobilise climate finance on a larger scale.

The dialogue was part of ERD’s International Climate Finance Cell (ICFC) capacity-building programme, which aims to help participants develop high-impact project proposals for submission to the Green Climate Fund. It also featured discussions on improving climate literacy and transforming scientific knowledge into financially viable investment projects.
