The government has recommended increasing the basic salaries of public servants from grades 1 to 20 by up to 100 percent, with the proposed pay hike to be implemented in two phases.
Under the recommendation, the revised basic salaries could take effect in the first year, while house rent and other allowances could be introduced in the second year. All members of the committee formed to review the new pay structure have signed the final report.
The recommendation was highlighted in an e-book titled 180 Days of the People’s Government, published by the Prime Minister’s Office to mark the government’s first 180 days in office. The section on the proposed ninth pay scale describes it as major good news for government employees.
According to the e-book, Tk 89,836 crore has been allocated for salaries and allowances in the 2026–27 fiscal year, while total allocations including pensions and gratuities stand at Tk 1,41,434 crore.
The ninth National Pay Commission was formed on July 27, 2025, nearly 12 years after the eighth pay commission. The 23-member commission submitted its report on January 21 this year to then Chief Adviser Professor Muhammad Yunus.
The commission, headed by former finance secretary Zakir Ahmed Khan, had recommended a 100–140 percent increase in salaries and allowances while retaining the existing 20 grades. It proposed raising the minimum basic salary from Tk 8,250 to Tk 20,000 and the maximum from Tk 78,000 to Tk 1.6 lakh.
Later, on April 21, a 10-member committee headed by Cabinet Secretary Nasimul Ghani was formed to recommend how the new pay structure should be implemented.
The committee includes the principal secretary to the prime minister, finance secretary, public administration secretary, law secretary, defence secretary, secondary and higher education secretary, health services secretary, principal staff officer of the Armed Forces Division and the comptroller general of accounts.
Finance Minister Amir Khosru Mahmud Chowdhury had earlier announced while presenting the national budget in Parliament on June 11 that the new pay structure would be implemented from July 1.
He said government employees had been receiving salaries under the same pay structure for nearly 11 years, while inflation had significantly increased the cost of living.
The proposed 2026–27 budget allocates Tk 89,836 crore for salaries and allowances for government officials and employees under operating and development expenditure.
