The Election Board for the Bangladesh Association of Software & Information Services (BASIS) Executive Council Election 2026–2028 has published a preliminary list of 26 candidates for 11 director positions, with voting scheduled for September 26.
The Ministry of Commerce published the list on Thursday as part of the updated election schedule.
Tania Islam, deputy secretary (Export-1) at the Ministry of Commerce, is serving as chairman of the three-member Election Board. Nasrin Sultana, deputy secretary (Export-2), and Mohammad Jakir Hossain, deputy secretary (Export-3), are serving as board members.
According to the preliminary list, four candidates are contesting for president, three for senior vice president, two for vice president (Admin), three for vice president (Finance), 10 for director (General), three for director (Associate) and one for director (Affiliate).
President: Rafel Kabir of DNS Software Ltd., Mustafa Rafiqul Islam of Flora Telecom Limited, Iqbal Ahmed Fakhrul Hasan of Divine IT Limited and AKM Ashraf Uddin of Decent Act International.
Senior Vice President: Saiful Islam Siddique of ICC Teleservices Limited, Noor Mahmud Khan of Right Brain Solution Ltd. and Anisul Haq Bhuya of Tech Terrain IT Limited.
Vice President (Admin): Hasnain Md Reyad of Smart Lab and Md Musnad E Ahmed of SkyTech Solutions.
Vice President (Finance): Tania Sultana of Synergy Interface Ltd., Taufiqul Karim Suhrid of Fingertips Innovations Limited and Tanjil Abedin of Trends Bird Limited.

No candidate has been listed for the International Category, one of the 11 director positions. The category has only five members out of BASIS’s more than 2,882 members, raising questions about the rationale for retaining the position.
Nomination forms were collected and submitted between August 14 and 20 from Rooms 123 and 126 of Building 3 at the Bangladesh Secretariat.
The election process comes after a prolonged period of administrative uncertainty at BASIS. The tenure of BASIS Administrator Abul Khair Mohammad Hafizullah Khan expired on July 6, leaving the trade body without a permanent head.
Earlier, a third preparatory meeting for the election was held on March 14 under the administrator’s chairmanship. The meeting discussed updates to the memorandum, membership audits, voter lists, budgets and other administrative matters.
Although a ministry team visited the BASIS office on July 27, candidates were instructed to collect and submit their nomination forms at the Ministry of Commerce.
The situation has drawn criticism from some former BASIS leaders. Former BASIS President A.K.M Fahim Mashroor said the ministry’s handling of the association over the past one and a half years had discouraged members from participating in the election.
He also questioned the rationale of retaining an International Category position for only five members.
The preliminary candidate list is not final. Candidates remain subject to clearance from the Criminal Investigation Department, National Board of Revenue and police. The Election Board may cancel a candidacy without prior notice if adverse findings emerge from the verification process.
