Three bills aimed at strengthening human rights, protecting individual liberty and ensuring justice were placed in Parliament on Thursday, including the Enforced Disappearance Prevention and Redress Bill, 2026 and the National Human Rights Commission Bill, 2026.
Home Minister Salahuddin Ahmed tabled the Enforced Disappearance Prevention and Redress Bill, 2026, which seeks to prevent enforced disappearances, ensure punishment for those responsible, and protect the rights of victims and their families. The bill proposes life imprisonment for the offence of enforced disappearance.
Law, Justice and Parliamentary Affairs Minister Md Asaduzzaman placed the National Human Rights Commission Bill, 2026, seeking to repeal the National Human Rights Commission Act, 2009, and introduce a new legal framework for an effective and independent commission.
The proposed law also includes provisions for establishing a National Preventive Mechanism unit to help prevent torture, custodial deaths and enforced disappearances.
The minister also tabled the Transfer of Property (Amendment) Bill, 2026, aimed at further amending the Transfer of Property Act, 1882.
All three bills were sent to the respective parliamentary standing committees for detailed scrutiny, with the committees asked to submit their reports within two working days.
The bills were tabled after opposition lawmakers staged a walkout from Parliament in protest against what they described as the government’s move to pursue partial reforms instead of comprehensive reforms.
