The US House of Representatives has passed legislation that would give President Donald Trump authority to impose tariffs of up to 100% on imports from countries that continue buying Russian oil and natural gas, potentially affecting India and China.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 passed the House by 262 votes to 159 on Wednesday, sending it to Trump for his signature. The Senate approved the legislation last month.
The bill targets Russia’s energy and defence sectors and its so-called “shadow fleet” of tankers used to evade sanctions.
It also gives the president broad authority to impose tariffs on countries purchasing Russian energy.
India is among Russia’s major oil customers and could face higher US tariffs if Trump exercises the authority granted by the legislation.
However, the bill does not automatically impose a 100% tariff on Indian goods; it authorises the president to impose tariffs of up to that level.
The legislation also extends US sanctions on Iran until 2031.
House passage came with bipartisan support, although some Democrats raised concerns about granting the president expanded tariff powers.
The measure is part of Washington’s broader effort to reduce Russia’s energy revenues and increase economic pressure over its war in Ukraine.
