The Anti-Corruption Commission (ACC) has approved an order requiring former Additional Deputy Inspector General (ADIG) of police Prolay Kumar Joarder to submit a statement of his assets after finding preliminary evidence of Tk92.14 lakh in wealth beyond his known sources of income.

The decision was taken at the ACC headquarters on Wednesday, September 30, according to the commission’s Public Relations Division.

An ACC inquiry found evidence of wealth allegedly acquired through means including extortion and smuggling. The commission had been investigating allegations that Joarder, during his tenure as an additional DIG at Police Headquarters and as superintendent of police in Jashore, was involved in extortion, smuggling and the accumulation of illicit wealth.

According to the inquiry report, ACC Assistant Director Md Emran Hossain found evidence of Tk92,14,872 in assets in Joarder’s name that were beyond his known sources of income.

The inquiry was conducted into allegations that Joarder had accumulated illicit money and acquired residential properties in Bangladesh and abroad through illegal means.

Following the inquiry, the ACC recommended issuing an order under Section 26(1) of the Anti-Corruption Commission Act, 2004, requiring Joarder to submit a statement of his assets. The commission subsequently approved the recommendation.

The inquiry also found preliminary evidence of Tk35,56,734 in assets beyond known sources of income in the name of Joarder’s late wife, Biplobi Rani.

Biplobi Rani, a former additional director of the National Security Intelligence (NSI), died on November 6, 2023. As she died before the completion of the inquiry, the ACC has recommended that she be relieved of criminal liability in connection with the allegations.

The ACC’s action against Joarder concerns the requirement to disclose his assets and does not by itself establish criminal liability. Further proceedings would depend on the commission’s subsequent investigation and legal process.
