The Bangladesh Securities and Exchange Commission (BSEC) has invited stakeholders and the general public to submit feedback, suggestions and objections on the draft Bangladesh Securities and Exchange Commission (Margin) Rules, 2025, before the regulations are finalised.
In a press release issued on Monday, the securities regulator said a public notice seeking opinions on the draft rules has been published on its official website and in several national newspapers, including Amar Desh, Share Biz and The Business Standard.
Interested parties have been asked to submit their views directly to the commission within two weeks from the date of publication.
The BSEC said public consultation is a mandatory legal requirement before introducing or amending any rules. The process is being conducted in accordance with the Securities and Exchange Ordinance, 1969, and the Bangladesh Securities and Exchange Commission Act, 1993, to ensure transparency and inclusiveness in the rule-making process.
According to the commission, the proposed rules are intended to modernise the existing margin trading framework in line with current market conditions. The draft aims to simplify the existing rules, make them more practical and user-friendly, enhance their effectiveness, strengthen investor protection and support the sustainable growth and long-term stability of the country’s capital market.
The BSEC clarified that the published document is only a draft and does not represent the final regulations.
It also urged investors and market participants not to be influenced by rumours or misinformation regarding the proposed amendments, saying there is no reason for confusion or panic.
After the two-week consultation period, the commission will review all comments received and make necessary revisions before publishing the final rules in the official gazette.
The regulator expressed hope that stakeholders would provide constructive recommendations to help develop a stronger and more effective regulatory framework and called on the media to disseminate accurate information to avoid unnecessary confusion among investors.
