DSE hails BSEC move for greater autonomy

The Dhaka Stock Exchange PLC (DSE) on Thursday welcomed the Bangladesh Securities and Exchange Commission’s (BSEC) decision to grant the country’s stock exchanges greater authority to independently determine and implement market regulation parameters.

In a statement, the DSE described the move as a significant milestone for Bangladesh’s capital market, saying it would improve market efficiency and bring the country’s stock market closer to international standards.

The BSEC issued the directive on July 1 under Section 20A of the Securities and Exchange Ordinance, 1969.

Under the order, both the Dhaka Stock Exchange PLC (DSE) and the Chittagong Stock Exchange PLC (CSE) have been authorised to determine and implement market regulation parameters in accordance with their respective rules, regulations and operational requirements.

According to the BSEC, the decision is aimed at strengthening investor protection, maintaining an orderly trading environment, and ensuring fair, efficient and transparent market transactions to support the sustainable development of Bangladesh’s capital market.

The directive also requires the stock exchanges to immediately notify the BSEC of any changes to market regulation parameters and ensure that all market participants are informed through broad public disclosure.

It further states that the existing market regulation parameters will remain in force until the exchanges decide to revise them.

Welcoming the initiative, the DSE said the enhanced regulatory autonomy would enable the exchanges to respond more swiftly and effectively to evolving market conditions, while ensuring orderly trading, strengthening market governance and improving overall investor confidence.
