The Directorate General of Health Services (DGHS) has ordered all government health institutions and hospitals across the country to ensure 100% attendance of their doctors, health workers and other employees, warning that salaries will not be released for those found absent from their workplaces until their cases are resolved.
The directive, issued in a notice on Thursday, also instructed health institutions to introduce biometric facial-recognition technology in phases to strengthen attendance monitoring.
The decisions were taken at a meeting held on August 16 at the Ministry of Health and Family Welfare to review the implementation of directives issued by the Prime Minister during visits to health service facilities.
According to the directive signed by DGHS Director (Administration) Prof Dr Jalal Uddin Mohammad Rumi, biometric attendance machines installed at all health institutions and hospitals under the DGHS must remain operational, and employees must regularly record their attendance through the system.
Authorities have also been instructed to ensure 100% workplace attendance of doctors and health workers. Salary bills can be processed only after the designated drawing and disbursing officers verify their attendance.
The DGHS further warned that if any doctor or health worker is found absent, their salary bill must be withheld until the matter of their absence is formally settled.
All health institutions and hospitals under the DGHS have also been directed to submit weekly e-attendance reports to the DGHS Director (Administration).
