HC petition seeks full implementation of Dhaka DAP

A writ petition has been filed with the High Court seeking full implementation of the Detailed Area Plan (DAP) for Dhaka, with the petitioner alleging that its poor enforcement is contributing to waterlogging and other urban problems in the capital.

The petition was filed at the relevant High Court branch on Sunday, naming nine government officials and authorities as respondents, including the secretaries of the Housing and Public Works Ministry and the Local Government Division, and the chairman of Rajuk.

Advocate Golam Rahman Bhuiyan filed the petition on behalf of the Human Rights and Social Development Organisation. Reports published in various newspapers on Dhaka’s waterlogging were also attached to the petition.

The petition alleges that a lack of coordination among relevant government agencies has hindered the full implementation of the DAP. It also identifies alleged corruption within the Rajdhani Unnayan Kartripakkha (Rajuk) as another major obstacle.

The petitioner claimed that buildings are frequently being constructed in violation of approved designs. In some cases, buildings approved for 10 floors are allegedly being extended to 12 floors.

The petition argues that proper enforcement of the DAP could significantly curb such irregularities and unauthorised construction.

It urged the authorities to take effective measures to fully implement the DAP to address Dhaka’s chronic waterlogging and ensure planned urban development.
