Russia backs India’s bid for permanent UNSC seat

Russia has backed India’s bid for permanent membership of the United Nations Security Council, with Foreign Minister Sergey Lavrov voicing support for New Delhi’s candidature during the 81st UN General Assembly in New York.

Lavrov said Russia supports expanding the Security Council to give greater representation to countries from Asia, Africa and Latin America.

He specifically backed India and Brazil for permanent seats, while opposing additional permanent positions for Western countries, particularly Germany and Japan.

Russia’s support is not new. Moscow reiterated its backing for India’s permanent membership in a reformed and expanded Security Council in the joint statement following the 2025 India-Russia annual summit.

The UN Security Council currently has 15 members—five permanent members with veto power: China, France, Russia, the United Kingdom and the United States—and 10 elected members serving two-year terms.

India has long sought a permanent seat, arguing that the current Council does not adequately reflect contemporary global realities.

Any change to the Council’s composition would require approval by two-thirds of the UN General Assembly and ratification by two-thirds of UN member states, including all five permanent members.

Russia’s latest endorsement comes amid renewed diplomatic efforts to reform and expand the Security Council.
