BTRC ranks second in IPE performance review

Bangladesh Telecommunication Regulatory Commission (BTRC) has secured second place in the Independent Performance Evaluation (IPE) report of the Finance Ministry’s Monitoring Cell, in recognition of its performance in ensuring good governance, improving institutional efficiency and serving public interests.

Director General of the Finance Ministry’s Monitoring Cell Rahima Begum formally handed over the recognition and a crest to BTRC Director General Md Mehedi-ul-Sahid on Sunday.

BTRC secured second place with a score of 3.17 among 30 selected state-owned enterprises and autonomous organisations evaluated for the 2023-24 fiscal year under the Strengthening of State-owned Enterprises Governance scheme.

The evaluation was conducted under the overall supervision of the Independent Performance Evaluation Committee (IPEC), comprising representatives of the Finance Ministry’s Monitoring Cell and relevant experts.
The assessment covered key indicators including financial management, corporate governance, transparency and accountability, operational efficiency and implementation of policies in the public interest.

BTRC has continued to play a significant role in the development and regulation of the telecommunications sector, improving customer services and contributing to government revenue collection.

The commission has consistently exceeded its annual revenue collection targets set by the Finance Division’s Monitoring Cell.

In FY2023-24, BTRC had a revenue collection target of Tk3,555 crore but collected Tk4,434 crore, exceeding the target by Tk879 crore.

Since its establishment up to June 2025, BTRC had a cumulative revenue collection target of Tk75,882 crore, against which it collected Tk81,891 crore.
BTRC has also undertaken various initiatives to strengthen governance and ensure better customer services.

These include expanding digital services, spectrum management, formulating guidelines and policies for digital infrastructure development, managing voice and internet tariffs, implementing the ‘One Country, One Rate’ policy for broadband internet, organising public hearings and assessing Quality of Service (QoS) standards.

The commission also conducts radiation measurements of mobile phone towers, operates one-stop services, carries out drives against illegal telecommunications equipment and resolves customer complaints.
Other initiatives include ensuring transparent licensing and regulatory frameworks, monitoring customer interests and service quality, strengthening customer rights and complaint management, and promoting affordable and reasonable pricing.

BTRC has also been working to improve infrastructure and network efficiency, strengthen digital security and literacy, and expand telecommunications services and infrastructure in remote areas through the Social Obligation Fund (SOF).

Its engagement with international organisations such as the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT) has also contributed to institutional capacity building and international cooperation in line with global standards.

The commission said the recognition would encourage it to continue contributing to the development of the telecommunications sector, strengthening good governance, improving customer services and enhancing government revenue collection.
