The Education Ministry has published the admission policy for Class XI for the 2026-27 academic year. Under the new policy, there will be no selection process or admission test for Class XI admission.
Students will be admitted based on merit determined by their SSC or equivalent examination results.
The policy also reserves a certain number of seats at educational institutions in metropolitan areas, divisional headquarters and district headquarters for children of officials and employees working at the Education Ministry and its subordinate departments and agencies, as well as children of freedom fighters and martyred freedom fighters.
The policy was published on Monday (August 24) by the Government College-1 branch of the Secondary and Higher Education Division of the Education Ministry.
According to the policy, students who pass the SSC or equivalent examination in the year their results are published or in either of the previous two years under any education board in Bangladesh or Bangladesh Open University will be eligible to apply online for Class XI admission.
Students who have passed examinations under foreign boards or equivalent institutions will be considered eligible for admission after their certificates are evaluated through the Dhaka Education Board.
Flexibility in Choosing Groups
Students who have passed from the science group can apply for science, humanities and business studies. Humanities students can apply for humanities and business studies, while business studies students can apply for business studies and humanities.
Students from any of the science, humanities and business studies groups can also apply for Islamic studies, home economics and music.
Students under the Madrasa and Technical Education Boards will also have opportunities to change groups. Science students under the Madrasa Board can apply for science, humanities and business studies. Students from the general and Mujabbid Mahir groups can apply for any group other than science.
Students who have passed SSC (Vocational) or Dakhil (Vocational) under the Technical Education Board can apply for any group under the general education boards.
No Admission Test
The policy states that there will be no selection process or admission test for admission. Students will be selected solely on the basis of their SSC or equivalent examination results.
A total of 93% of seats at each college will remain open to all students, who will be admitted on merit.
Another 2% of seats at educational institutions in metropolitan areas, divisional headquarters and district headquarters will be reserved for children of officials and employees of the Education Ministry and its subordinate departments and agencies, with 1% allocated to each category.
Applicants must meet the minimum eligibility criteria for these reserved seats. If the number of applicants exceeds the number of reserved seats, admission will be based on merit among the applicants.
Five percent of seats will be reserved for children of freedom fighters and martyred freedom fighters. Applicants must submit certified copies of relevant documents or gazettes with their applications and produce the originals at the time of admission.
The admission process must be completed after verification of the freedom fighter certificates issued by the Ministry of Liberation War Affairs. If no eligible candidate is found under the quota, the vacant seats must be filled from the merit list. No seat may be left vacant.
The quota will apply only to the 2026-27 academic year.
Merit Determination
In cases where students obtain the same GPA, merit will be determined based on their total marks.
For science students with equal marks, marks obtained in general mathematics and higher mathematics or biology will be considered. If the tie remains, marks in English, physics and chemistry will be considered successively.
For humanities and business studies students with equal marks, marks in English, mathematics and Bangla will be considered.
Students of school-and-college institutions or equivalent establishments will receive priority admission in their respective groups if they meet the institution’s eligibility requirements.
After admitting their own students, such institutions may admit other students to the remaining seats. However, their admission process must also be completed online.
College-Specific Requirements
According to the policy, a college may set its own minimum eligibility requirements for admission. All admission-related information must be published on the college website and notice board.
No institution will be allowed to conduct admission independently outside the seats, lists and schedules determined by the education boards.
The education boards will announce the schedules for applications, publication of results, admission and the start of classes, with the entire Class XI admission process to be completed within 30 working days of publication of SSC or equivalent examination results.
Students must apply online for admission to all board-approved institutions, and all admission-related activities will be completed through the online platform.
Fees and Other Rules
For admission to private colleges, lists of admission fees, monthly tuition and other expenses must be published on the notice board and website before the admission process begins.
No institution may charge students any amount beyond the fees approved by the board. All approved fees must be collected against proper receipts.
After admission is completed, students may change their college, group or subject with the required permission and payment of fees in accordance with a board notice.
However, students will not be allowed to move to the science group from another group. Similarly, students who move from science to another group will not be allowed to return to the science group.
No educational institution may withhold a student’s original academic transcript. It also cannot hand over the transcript to anyone other than the student or their guardian.
If such complaints are received, the education board will investigate and take action against the institution or teacher concerned.
After admission to Class XI, no student may be issued a transfer certificate (TC) without prior permission from the education board. Likewise, no institution may admit a student using a TC issued without board approval.
Institutions without preliminary approval to conduct classes will not be allowed to admit students to Class XI. Admission is also prohibited at unauthorised campuses or branches and in unauthorised subjects.
The policy will apply to Class XI admissions at all government and private colleges and equivalent institutions across the country.
Any private institution violating the policy may face cancellation of its permission to conduct classes or recognition, as well as cancellation of its MPO status. Relevant officials of government institutions will also face action in accordance with the rules.
