A new policy to strengthen administration, monitoring and accountability in Bangladesh’s primary education sector will be formulated within a month, State Minister for Primary and Mass Education Bobby Hajjaj said on Sunday (23 August).
The policy will be drafted based on feedback and recommendations from a series of workshops being held across the country on classroom activities, monitoring, accountability and reforms to the primary education administration, he said.
Hajjaj made the remarks while addressing a daylong training workshop at the Barishal Shilpakala Academy.
Workshops have already been held in Sylhet, Mymensingh and Chattogram, while similar programmes in all divisions are expected to be completed by the end of this month.
The proposed policy will bring officials and employees across the primary education system under a common administrative framework and clearly define the responsibilities of divisional deputy directors, district primary education officers, assistant upazila education officers, headteachers and assistant teachers.
“This will improve coordination in administrative activities and make the responsibilities and accountability of officials clearer,” Hajjaj said.
He stressed that improving primary education requires more than infrastructure and textbooks. Schools must provide safe and hygienic environments, ensure effective implementation of the national curriculum, adopt modern teaching methods and have competent teachers who receive regular training, he said.
The state minister said the government was working to implement Prime Minister Tarique Rahman’s vision that “no child will remain outside school” and “every child will learn.”
Officials from the Directorate of Primary Education, the Ministry of Primary and Mass Education and various levels of the primary education administration attended the workshop.
