The Bangladesh Government Officers and Employees Welfare Association has proposed two options for implementing the 9th National Pay Scale, urging the government to introduce 100% of the revised basic pay in the first phase.
The proposals were unveiled on Monday (July 6) in a video message by the association’s convener Abdul Malek.
He also urged the government to issue the gazette notification for the new pay scale without delay, saying it would address long-standing dissatisfaction among government employees and meet the expectations of nearly 2.2 million public servants and their families.
Malek said government employees, particularly those in lower pay grades, are struggling to cope with soaring living costs, with many falling into debt amid persistent inflation.
He noted that 11 years have passed since the last pay scale revision, making it time for a new one. The association had proposed a minimum basic pay of Tk35,000 to the National Pay Commission, but the commission recommended Tk20,000 after reviewing the matter.
He said the association, along with other government employees’ organisations, respects the commission’s recommendation.
Calling on the government to implement the proposed Tk20,000 minimum basic pay in full at one time, Malek argued that a phased rollout of the basic pay would create complications and leave employees at a disadvantage.
Under the association’s first proposal, the full revised basic pay would be implemented in the first phase, while all allowances, including house rent, would be introduced in the second phase.
As an alternative, the association proposed a three-phase implementation if the government faces financial constraints. Under this plan, the full basic pay would be introduced first, followed by the house rent allowance in the second phase and all remaining allowances in the third.
Malek said the association would accept the second option if fiscal limitations prevent the government from implementing all benefits at once. However, he stressed that there is no alternative to implementing the full revised basic pay in the first phase.
He reiterated the association’s commitment to supporting the government in building a self-reliant Bangladesh, but urged it to issue the gazette for the 9th National Pay Scale as soon as possible to end uncertainty among government employees.
He also called on government employees to voice their support for the proposals so the government can better understand the financial hardships, expectations and concerns of public servants and their families.
