The Cabinet on Sunday approved the draft Public Procurement (Amendment) Ordinance, 2026, aimed at protecting local industries and promoting greater competition in public procurement.
The approval was given at the 21st Cabinet meeting held at the Bangladesh Secretariat, chaired by Prime Minister Tarique Rahman, according to a Cabinet Division press release.
The proposed amendment seeks to protect local industrial interests, increase competition in procurement, expand provisions for contract management and modernise open tendering procedures.
To promote a more sustainable procurement system, the draft ordinance introduces criteria-based evaluation for goods, works and physical services. The approach, similar to the globally used “rated criteria” method, assesses procurement proposals against multiple weighted criteria.
The ordinance also clarifies provisions on limited tendering methods and professional misconduct and introduces alternative procurement arrangements for state emergencies to ensure a balanced distribution of resources.
The Cabinet approved the draft subject to vetting by the Legislative and Parliamentary Affairs Division.
Cabinet members and secretaries of the relevant ministries attended the meeting.
