Saudi Arabia has introduced a new regulatory framework allowing foreigners to buy land, homes and other real estate as part of efforts to open up the country’s property market and attract more investment.
The initiative aims to enhance transparency, security and investment in the Kingdom’s real estate sector.
According to the Saudi Real Estate General Authority, both buyers and sellers will be required to register on a unified online platform called Saudi Property to complete property transactions. The platform is designed to ensure greater transparency and accountability in the real estate market, Khaleej Times reported.
The law governing foreign ownership of real estate was announced in July 2025 and came into effect in January 2026. It forms part of Saudi Arabia’s broader reform agenda to stimulate the real estate sector and attract more foreign direct investment.
Under the new regulations, foreigners are allowed to purchase property in cities and governorates across the Kingdom, including Riyadh, Jeddah, Makkah and Madinah.
However, special restrictions apply to property ownership in Makkah and Madinah. Only Muslims and Saudi companies with foreign shareholders are permitted to own property in the two holy cities.
Authorities said the Saudi Property platform will provide information on designated geographic areas and promising investment opportunities, enabling both domestic and foreign investors to conduct property transactions in a secure and transparent environment.
