Bangladesh’s Annual Development Programme (ADP) implementation rate fell to 3.89 per cent in the first three months of FY2026-27, with expenditure reaching Tk 12,017.54 crore, according to the Implementation Monitoring and Evaluation Division (IMED).

The implementation rate was lower than the 5.09 per cent recorded in the same period of FY2025-26, when expenditure stood at Tk 12,158.27 crore, IMED data showed.

The government allocated Tk 3,08,924.86 crore for the ADP in FY2026-27, up from Tk 2,38,696 crore in the previous fiscal year.

The latest implementation rate was also below those recorded in the corresponding periods of earlier fiscal years. In FY2024-25, the rate stood at 4.75 per cent, with expenditure of Tk 13,215.30 crore. In FY2023-24, it was 7.50 per cent, with spending of Tk 20,609.55 crore.

In FY2022-23, the ADP implementation rate reached 8.55 per cent, with expenditure totalling Tk 21,895.56 crore in the first three months.

In September alone, the government spent Tk 6,307.84 crore on development projects, equivalent to 2.04 per cent of the annual ADP allocation for FY2026-27.

In September of FY2025-26, development expenditure amounted to Tk 6,443.44 crore, representing 2.70 per cent of that year’s allocation.

The figures show that development spending in September was lower than a year earlier, both in absolute terms and as a share of the annual allocation.

The IMED, under the Planning Ministry, monitors development project implementation and reports progress on a monthly basis.
