The present government under the Ministry of Home Affairs is implementing 25 development projects in the 2026–27 fiscal year to modernize Bangladesh’s internal security system, strengthen the capabilities of law enforcement agencies, improve border management, and enhance emergency response capacity.
Various agencies, including Bangladesh Police, the Rapid Action Battalion (RAB), Border Guard Bangladesh (BGB), Bangladesh Coast Guard, the Department of Immigration and Passports, the Department of Narcotics Control, the Department of Prisons, and the Fire Service and Civil Defence, are implementing these projects. The initiatives reflect significant investment not only in infrastructure development but also in expanding technology-driven security services.
According to project information compiled by Planning Wing-1 of the Ministry of Home Affairs, the initiatives cover police infrastructure, counterterrorism and militancy, cybercrime investigation, e-passports, automated border control, border security, maritime operations, drug addiction treatment, prison infrastructure, and fire safety.
One of the largest ongoing projects is the construction of police station buildings-cum-barracks at various locations across the country. The estimated cost of the project is Tk 16,240 crore and 45 lakh, and it is scheduled to be completed by June 2027.
Another major police infrastructure project involves the construction of police stations, police outposts, investigation centres, camps, river police centres, railway police facilities, tourist police centres, and highway police stations. The estimated cost of the project is Tk 7,075 crore and 49 lakh, with completion scheduled for September 2028.
The government is also making major investments to enhance specialized policing and security capabilities. The Bangladesh Police Counter Terrorism and International Crime Prevention Centre project has an estimated cost of Tk 3,537 crore and 43 lakh.
In addition, a separate project aimed at strengthening the capabilities of the Dhaka Metropolitan Police through the procurement of equipment has an estimated cost of Tk 1,149 crore and 70 lakh.
Digital security has also emerged as a key priority for the ministry. The project titled “Safer Cyberspace for Digital Bangladesh: Enhancing National and Regional Digital Investigation Capacity of Bangladesh Police” has an estimated cost of Tk 590 crore and 87 lakh. Implemented with government funding and project assistance, the initiative aims to enhance the police’s capacity to investigate cyber and technology-related crimes.
RAB, BGB and Coast Guard
The development programme also includes substantial investment in strengthening the capabilities of specialized security forces. The RAB Forces Headquarters construction project has an estimated cost of Tk 5,456 crore and 54 lakh and will continue until December 2028.
Several separate projects are also being implemented to enhance RAB’s operational, technical and technological capabilities.
To strengthen border security, a project to construct 73 composite and modern Border Outposts (BOPs) has an estimated cost of Tk 2,365 crore and 50 lakh.
Another project has been undertaken to develop infrastructure for the newly formed 63 BGB Battalion in Gazipur, with an estimated cost of Tk 2,230 crore and 24 lakh.
Significant investments are also being made to strengthen the capabilities of the Bangladesh Coast Guard. Two projects involving the establishment of logistics and vessel maintenance facilities and the procurement of replacement vessels have estimated costs of Tk 7,576 crore and 22 lakh and Tk 23,148 crore and 29 lakh, respectively.
E-Passport Among Major Projects
One of the ministry’s strategically important initiatives is the Bangladesh E-Passport and Automated Border Control Management Project (1st Revised). The project has an estimated cost of Tk 9,038 crore and 36 lakh and is scheduled to be completed by June 2028.
The initiative aims to further digitize passport services while introducing a modern and effective border control system.
Modernizing Drug Treatment and Prison Management
The ministry’s development programme also places special emphasis on combating drug abuse and improving rehabilitation services.
Under the Department of Narcotics Control, projects include the expansion and modernization of the Dhaka Central Drug Addiction Treatment Centre, construction of drug addiction treatment and rehabilitation centres in seven divisional cities, and construction of district offices.
The project to construct drug addiction treatment and rehabilitation centres in seven divisional cities has an estimated cost of Tk 1,413 crore and 15 lakh. It is scheduled for completion by June 2028.
Meanwhile, the Department of Prisons is implementing several projects for the expansion, modernization and reconstruction of prisons.
These include the expansion and modernization of Mymensingh Central Jail, reconstruction of Jamalpur and Cumilla central jails, construction of Narsingdi District Jail, and preservation of the historic Old Dhaka Central Jail complex along with development of the surrounding area.
Focus on Strengthening Fire Service
The Fire Service and Civil Defence Directorate is implementing several projects to expand ambulance services, construct new fire stations, rebuild existing facilities, and improve residential accommodation for officers and employees.
A major project to construct 20 fire stations has an estimated cost of Tk 650 crore and 96 lakh. Of these, 12 will be newly constructed and eight will be reconstructed.
In addition, a separate project to construct two multi-storey residential buildings has an estimated cost of Tk 65 crore and 12 lakh.
Broad-Based Security Modernization
The overall picture of the 25 ongoing projects under the Ministry of Home Affairs shows that development priorities are no longer limited to expanding conventional infrastructure. Instead, the government is moving toward integrating physical security infrastructure with digital crime investigation, automated immigration and border control, modern border management, maritime capabilities, and emergency response systems.
Several projects are expected to be completed during the 2026–27 fiscal year, while others will continue through 2028 and beyond.
Through these initiatives, the government expects to strengthen the operational capabilities of security agencies while improving the delivery of key public safety services across the country. Source BSS.
