A Japanese sub-working group has submitted technical and financial proposals to manage the operation and maintenance of the Third Terminal at Hazrat Shahjalal International Airport as part of a broader initiative to modernise the airport’s infrastructure.
Masahiro Hirai, representing the Japanese sub-working group, handed over the proposals to Air Vice Marshal Md Mostafa Mahmud Siddique, chairman of the Civil Aviation Authority of Bangladesh (CAAB).
According to a CAAB press release, the proposals will be evaluated through an established process by the RFV Evaluation Committee formed by the Ministry of Civil Aviation and Tourism.
The committee includes representatives from CAAB, the Ministry of Finance, the Ministry of Civil Aviation and Tourism, the Prime Minister’s Office, the Public-Private Partnership (PPP) Authority and the Roads and Highways Department.
The technical proposal will be evaluated first, followed by the financial proposal. If the evaluation is successful, negotiations will be held before a formal contract is signed.
An official familiar with the matter told the media on Tuesday, August 25, that the technical evaluation had begun immediately after the submission. The financial evaluation is expected to be completed on Thursday.
According to relevant sources, if the proposal is found to be consistent with previous discussions, a final agreement could be reached by the first week of October.
The Third Terminal was partially opened on October 7, 2023. Following operational assessments, authorities announced plans to open the terminal by December this year.
The government decided to assign the terminal’s operation and maintenance to a Japanese entity to ensure that its management follows international aviation technology and online operational standards.
