The government has approved spending nearly Tk370 crore to install modern diagnostic equipment at seven divisional medical college hospitals across the country, including digital X-ray, angiography, gastroscopy, colonoscopy, MRI, CT scanners, mammography and ultrasonography machines.
The Cabinet Committee on Government Purchase approved two related proposals at a meeting chaired by Finance Minister Amir Khosru Mahmud Chowdhury at the Bangladesh Secretariat on Wednesday.
The equipment will be procured under the project titled “Maternal and Child Health and Health System Improvement (Component-2): Modernisation of Diagnostic Imaging System of Eight Divisional Medical College Hospitals (2nd Revised).”
Although the project covers eight divisional medical college hospitals, the two approved procurement packages will provide equipment to seven hospitals in Dhaka, Chattogram, Khulna, Rajshahi, Rangpur, Sylhet and Barishal divisions.
The total cost of the two packages has been set at Tk369.49 crore.
The project began on July 1, 2016, and is scheduled to run until June 30, 2028. Its total revised cost is Tk1,202.39 crore, including Tk275.88 crore from the Bangladesh government and Tk926.51 crore as a loan from the Japan International Cooperation Agency (JICA).
The first package includes digital X-ray, angiography, gastroscopy, colonoscopy and PACS/RIS systems. The revised development project proposal has allocated Tk214.62 crore for the package.
Erbis Engineering Company Ltd of Japan has been recommended as the supplier after being identified as the lowest responsive bidder. Its bid of ¥2.5027 billion is equivalent to Tk202.37 crore at the stipulated exchange rate, below the allocated amount.
The tender process for the package was initially launched on March 28, 2023. Two companies participated, but both bids were deemed unacceptable and JICA’s no-objection was not obtained, prompting a retender.
The retender was issued on August 29, 2025. Erbis Engineering and Green Hospital Supply Inc participated in the technical evaluation, with Erbis declared responsive and Green Hospital Supply non-responsive.
JICA provided its no-objection to the technical evaluation report on April 20, 2026, while the financial bids were opened on May 24. Erbis’s bid was subsequently accepted, and JICA’s final no-objection was obtained on July 29.
The second package includes MRI, CT scanners, mammography and ultrasonography equipment. Tk215.32 crore has been allocated for the package, against which the proposed expenditure is Tk167.12 crore.
A joint venture between Fujifilm Healthcare Asia Pacific Pte Ltd and Fujifilm Middle East FZE, Dubai, has been recommended as the supplier after submitting the lowest bid of $13.71 million, equivalent to Tk167.12 crore.
Three companies participated in the tender for the second package: Erbis Engineering Company Ltd, the Fujifilm joint venture and Siemens Healthineers Ltd.
The technical evaluation found Erbis Engineering and the Fujifilm joint venture responsive, while Siemens Healthineers was deemed non-responsive. After the financial bids were opened on May 24, the Fujifilm joint venture emerged as the lowest bidder.
Erbis Engineering’s bid was equivalent to around Tk197.51 crore, making it the second-lowest bidder. The Fujifilm joint venture’s bid of Tk167.12 crore was below the government estimate and within the allocated budget.
Officials said the procurement process followed existing laws, regulations and prescribed procedures. JICA’s no-objection was also obtained after technical and financial evaluations.
The project aims to strengthen modern diagnostic services at government hospitals at the divisional level, improve the detection of complex diseases through advanced technology and reduce patients’ dependence on Dhaka and private hospitals for specialised diagnostic services.
