The government has decided to establish six Qawmi madrasa education boards to coordinate and develop Qawmi madrasahs and conduct public examinations, Prime Minister Tarique Rahman told Parliament.
The certificates issued by the six boards will also be recognised as qualifications for appointments to two madrasa posts—assistant maulvi (qari) and ibtedayi qari.
The prime minister disclosed the decision in a written reply to a question from Cumilla-6 MP Md Monirul Haque Chowdhury during the question-answer session of Parliament on Wednesday (September 2).
The six boards are Befaq-ul Madarisil Arabia Bangladesh, Befaq-ul Madarisil Qawmia Gouhardanga Bangladesh, Anjuman-e-Ittihadul Madaris Bangladesh, Azad Deeni Edara-e-Taalim Bangladesh, Tanzimul Maadarisid Diniya Bangladesh and Jatiya Deeni Madrasa Education Board Bangladesh.
He said the government decided in 2006 to establish a permanent institution, “Qawmi Madrasa Education Board Bangladesh”, to coordinate, develop and conduct public examinations for Qawmi madrasas.
Under the 2018 law recognising the Dawra-e-Hadith (Takmil) certificate as equivalent to a master’s degree in Islamic Studies and Arabic, the six education boards were established under Al-Hayatul Ulya Lil-Jamiatil Qawmia Bangladesh.
The government amended the Private Educational Institutions (Madrasa) Manpower Structure and MPO Policy 2026 on June 23, recognising certificates from the six Qawmi boards as qualifications for the assistant maulvi (qari) and ibtedayi qari posts.
This will allow candidates holding Qawmi madrasa Dawra-e-Hadith (Takmil) degrees along with certificates in Ilm-e-Qiraat or Hifzul Quran to apply for the two posts.
