Home Minister Salahuddin Ahmed has said the July Charter has no legal basis, stressing that political consensus and cooperation between the government and opposition are essential to prevent the return of authoritarianism and fascism in Bangladesh.

He made the remarks at a seminar titled “Constitutional Crisis in Post-Independence Bangladesh and Baksal” at the July Memorial Museum on Saturday (31 October).

The minister said political unity was crucial to ensure that the country did not have to witness another July uprising. He also stressed the need for constitutional reforms to prevent the emergence of authoritarian rule in the future.

Salahuddin said constitutional reform could not be achieved without discussion and consensus among political parties. A long march alone would not resolve the issue, he added.

He also emphasised the importance of ensuring judicial independence, saying judges enjoyed sufficient freedom in conducting judicial proceedings. Ultimately, the authority rested with the country and its people, he said.

The home minister said the government believed in the independence of state institutions, including the judiciary, the media and the Election Commission.

He urged opposition parties to take part in discussions on constitutional amendments and work towards political consensus rather than deepen existing divisions.
