The United Nations has raised concerns that Al-Qaeda in the Indian Subcontinent (AQIS) is attempting to exploit Bangladesh to establish operational cells and expand its regional network.
According to the 38th report of the UN Security Council’s Analytical Support and Sanctions Monitoring Team, AQIS has evolved from a fragmented organisation into a regional terrorist entity.
The group has developed logistical and financial networks and increasingly operates through small, decentralised and dispersed cells rather than large formations.
The report also officially attributed the November 2025 attack near Delhi’s Red Fort to AQIS.
The UN monitoring team said there was concern that the group was seeking to use Bangladesh as a base for establishing cells.
The report said the overall terrorist threat remained broadly unchanged, but had intensified in South Asia and the Sahel.
It also noted that Al-Qaeda’s senior leadership remained marginalised, while its capability and intent to conduct external operations remained unclear.
