The high-level committee, formed under the direct leadership of the prime minister, will set Bangladesh’s national vision, targets and strategic priorities for climate finance and carbon credits. It will also provide overall policy guidance on climate finance and carbon credit-related issues at the national level.

In line with Bangladesh’s international commitments, including Article 6 of the Paris Agreement, the committee will advise on the formulation, approval and implementation of the country’s national carbon credit and climate finance framework.

It will also provide policy guidance for carbon trading activities in Bangladesh and oversee the activities of the Designated National Authority responsible for implementing Article 6.

The committee will finalise policies, strategies and guidelines on climate finance; recommend necessary amendments and reforms to existing policy frameworks; maintain engagement with bilateral and multilateral climate funds and international development partners; formulate strategies for mobilising climate finance; and monitor and evaluate the progress of relevant programmes and projects.

It will also supervise the activities of implementation and technical committees formed for climate finance, review their reports and provide necessary directions.

The NCCF will further be responsible for resolving complex inter-ministerial policy issues related to climate finance.

According to the notification, the committee will meet at least twice a year, although meetings may be convened at any time when necessary. The committee may also co-opt new members if required.

The committee became effective immediately upon issuance of the gazette notification.
